TOWN PLANNING SCHEME No.5
AMENDMENT No.6

 

Notice is given that the local government of the Shire of Derby/West Kimberley has resolved, in pursuance of section 75 of the Planning and Development Act 2005 to amend Town Planning Scheme No.5 by:

(i) Rezoning Lot 20 Fitzroy Street, Derby from “Rural” to “Residential” for the `portion of land shown as residential lots, roads and pedestrian access way in accordance with the endorsed Development Guide Plan for Lot 20 and allocate the following Residential Density Codes to the Residential Zonings:
R40 to the proposed Lot 1 and Lot 7;
R35 to the proposed Lot 11;
R15 to all other residential lots.


(ii) Reclassify the portion of Lot 20 Fitzroy Street, Derby which is indicated as public open space on the endorsed Development Guide Plan for Lot 20 from a “Rural” zone to the Local Scheme Reserve of Parks and Recreation”


(iii) Amend the Scheme Map by removing the delineation of “residential Development Area” from around the boundary of Lot 20 Fitzroy Street, corner of Ashley Street, Derby.

 

Plans and documents setting out and explaining the scheme amendment have been deposited at Council’s Development Services Office in Loch Street, Derby and also at the Council Library in Clarendon Street, Derby and will be available for inspection during office hours up to and including Wednesday 16th May 2007. Derby Flies High

The first direct flight from Perth to Derby in 15 years took to the skies in February after three years of negotiations by the Shire of Derby/West Kimberley.


Operated by OzJet, the service runs three times a week to and from Derby, catering for mining employees and private and business travellers. As demand grows, so too will the number of flights.


The service is expected to boost tourism in the region and has already won over local residents who no longer have to travel the 232km to Broome airport.


It has also given the disused civil terminal at the RAAF Curtin Airbase, 35km out of town, a new lease of life, with the Shire of Derby/West Kimberley spending more than $200,000 on upgrades to accommodate the OzJet flights.


Shire president Elsia Archer said it had been the vision of Council to see the service recommence since the last Ansett flight occurred in 1992.


Cr Archer said the shire had held an air services summit three years ago to investigate the possibility of getting the jet service started into Derby again.  Since then, the relevant parties, including the Shire, OzJet and local mining companies, had worked together to ensure a sustainable volume of passengers to justify the service.


"I would like to thank all of the people involved in negotiations particularly the executive staff employed by our Council, the Department of Planning and Infrastructure, OzJet Chief Executive Officer Willie O’Neil and John Theodorsen of Theodorsen Consulting.  Without these people the service would never have recommenced," she said.


The inaugural flight to Derby on February 27 attracted media attention from across Australia and was commemorated with a visit by special guest Ron Barassi.


The former AFL coach and sporting legend, whose 71st birthday coincided with the inaugural flight, spent his time meeting local residents and business owners in Derby and holding a football clinic for juniors before boarding the two-and-a-half-hour flight back to Perth.


Cr Archer said the long-awaited return of direct flights to Perth had brought with it a welcome spotlight on the Shire of Derby/West Kimberley, which was set to benefit hugely from the venture.


She said the Shire’s long term vision was to expand Derby Airport to accommodate the OzJet flights and bring the service closer to town.


"We are urging everyone to support the service.  We worked hard to reach this goal and keeping the service in operation is the next challenge,” she said.


OzJet operates the 106 seat, 737-200 service from Perth airport on Tuesday, Wednesday and Thursday departing at 5.30am and arriving at Curtin Airbase at 8.10am. Flights depart Derby at 11.10am and arrive in Perth at 2.00pm.

Notice is given that the local government of the Shire of Derby/West Kimberley has prepared the abovementioned scheme amendment for the purpose of :

 

Amending Clause 5.2.5 of the Scheme Text with the aim to provide for greater discretion for Council to consider a greater range of residential densities up to R40 and a greater range of dwelling types within the “Residential Development Areas” of the Scheme.

 

Plans and documents setting out and explaining the scheme amendment have been deposited at Council’s Development Services Office in Loch Street, Derby and also at the Council Library in Clarendon Street, Derby and will be available for inspection during office hours up to and including Friday 16th March, 2007.
