Community Opportunities: Expressions of Interest

The Shire currently has three (3) expressions of interest (EOI) open to community. For full details please refer to each individual expression of interest and ensure your submission clearly identifies which EOI you are responding to. 

Expressions of Interest - Lease Portion Fitzroy Crossing Visitors Centre

Shire of Derby/West Kimberley invites expressions of interest to lease an approximate 300m2 part building on a portion of Lot 302 on Plan 76781 comprised in Certificate of Crown Land Title Volume 3163 Folio 729, Cnr of Forest Rd &, 5 Flynn Dr, Fitzroy Crossing WA 6765.

The Shire is seeking expressions of interest (EOI) for an Aboriginal Community Controlled Organisation or similar, to occupy the portion of the property under a lease or licence for community purpose use, primarily aimed at benefiting the local community, subject to there being no costs to the Shire in modifying or upgrading the existing building on the property. The lessee will be required to provide community services and support including but not limited to; bus ticketing and potentially tourism information.

The area includes five potential offices, an open plan office and a large customer service area. Floor plan is available by contacting Rowan Scott, Manager ICT and Customer Service on 08 9191 0999 or sdwk@sdwk.wa.gov.au.

The building will be shared with the Shire of Derby/West Kimberley administration staff and Department of Transport staff.

Expressions of Interest must be submitted in writing to address the below criteria:

  • Business structure, business overview and financial position.
  • Detailed lease proposal including the services and community support to be provided from the premises and associated community benefits.
  • Relevant experience.

Selection of the preferred submission will be subject to any required compliance with section 3.58 of the Local Government Act 1995.

Final lease terms and details are subject to prior approval by the Minister of Lands due to Management Order H656339 made by the Minister for Lands over the specified area.

Expressions of Interest - Delivery of Youth Services - Derby

Shire of Derby/West Kimberley invites Expressions of Interest (EOI) from suitably qualified organisations to deliver youth services in Derby.

The Shire is seeking EOIs from an Aboriginal Community Controlled Organisation (ACCO) or similarly capable service provider with the expertise, experience, and capacity to deliver sustainable, trauma-informed, and culturally appropriate youth programs. The successful organisation will be expected to provide structured activities and wraparound supports aimed at improving outcomes for young people aged 10–18 with a particular focus on at-risk youth.

The service provider will be required to:

  • Deliver a mix of recreational, educational, and life skills programs tailored to local needs.
  • Provide safe, supervised environments for youth engagement.
  • Coordinate with local stakeholders, families, and support services.
  • Employ and develop local staff wherever possible.

Expressions of Interest must be submitted in writing to address the following criteria:

  • Organisation profile – business structure, governance arrangements, key personnel.
  • Service delivery proposal – including program design, operational model, hours of service, and strategies for cultural safety and community engagement.
  • Demonstrated experience – in delivering youth services or similar programs.

Final agreement and lease or facility user agreements will be subject to Council approval and any other necessary approvals.
